Following the development of Master Plans for several areas of the Fairgrounds, two significant improvement projects were completed in 1999. The Blue Ribbon Pavilion, including site development designed to create a civic entrance facing 38th Street, opened in time for the 1999 Indiana State Fair. The new FFA Pavilion was also completed, including site development envisioned as part of the North Corridor Master Plan. Improvements include new walkways, plazas, lighting and landscaping to create a more pedestrian friendly streetscape.
