The commission to develop a children's foster care community on 150 rolling acres in rural Decatur County demanded a sensitive solution. The program is modeled after the esteemed Girls and Boys Town, and seeks to create a community for neglected and abandoned children. The Master Plan seeks to truly fit the development to the land. Less than one-fifth of the site will be affected by the phased development, leaving more than 120 acres for wildlife, agriculture, and exploration.
